When I’m not tilting, I tend to give these turn min-check-raises a lot of credit, maybe too much. Here, it just didn’t seem that plausible for him to have a set. TT is possible I guess, but he’s probably 3-betting QQ pre-flop, and 44 just got way less likely. Maybe he just had trips, but he’d have to be awfully lose to call an UTG raise with a 4 and then call flop with bottom pair. Significantly, the board pairing puts me ahead of QT. I don’t really know what he thought he was doing here. Flop is the only street where his decision is even justifiable.

Once you call the turn raise you are pretty much committed so why not RR shove the turn given there is a little fold equity left at that point.

I disagree. He is either way ahead or way behind on the turn. When he decides to call the turn (instead of folding), his only goal is to get all the money in.
He wants to avoid the fold “equity” from RR the turn. It’s negative equity because it gets called by TT and does not get called by the way behind hands.

Darren’s pretty much spot on about my thought process. The one other thing is that I may get looked up a little lighter shoving a non-diamond river than I would shoving the turn over the check-raise.
